Begin with the decision
Before adding an indicator, establish who will use it and what it could change. A measure without a decision can become another reporting obligation. A decision without adequate evidence can become an unsupported commitment.
Design evidence alongside the intervention
Work may include Theory of Change, Theory of Action, results frameworks, baselines, indicator definitions, performance information reference sheets, data quality, stakeholder feedback, evaluation design and evidence synthesis.
Make claims the evidence can carry
S4F distinguishes observed change, plausible contribution and stronger causal claims. We examine full costs, alternative explanations, distribution, access, unintended effects and stakeholder experience.
Value for Money
Economy asks whether inputs are acquired responsibly. Efficiency considers the relationship between resources and outputs. Effectiveness examines whether intended outcomes occur. Equity considers how benefits, burdens and voice are distributed. The method and evidence must fit the decision.
